Dimensions of AI-Supported Governance for Inclusive Higher Education

Abstract

The rapid integration of artificial intelligence (AI) in higher education has opened new opportunities for promoting inclusive education, but also presents important organizational and leadership challenges. This study aimed to identify how AI-supported governance is applied to promote inclusive higher education and what possible dimensions of AI-supported governance can be derived from the reviewed literature. Guided by the PRISMA 2020 framework, the study utilized 33 peer-reviewed journal articles published between 2020 and 2025. Findings revealed three major themes on how AI supports governance in promoting inclusive education which include AI-Enabled Inclusive Teaching and Learning Systems, AI-Driven Institutional Governance and Data-Informed Decision-Making, and Organizational Capacity Building for Sustainable AI-Supported Inclusion. Meanwhile, 10 dimensions of AI supported governance for inclusive higher education were identified in the study that could guide institutions to design, deploy, and govern AI in ways that safeguard equity, protect rights, ensure accessibility and interoperability, build educator capacity, allocate resources sustainably, and continuously monitor and remedy harms to achieve genuinely inclusive higher education. The findings contributed to educational management, resource management, and collaborative institutional culture enhancement for equitable implementation of educational programs while considering the power of AI-enabled teaching and learning support systems in achieving the 21st century skills and student learning competencies.
