Abstract

This systematic literature review synthesized 33 Scopus-indexed articles to construct an empirically grounded Test-Teach-Test (TTT) cycle for TOEFL preparation in higher education EFL contexts, guided by PRISMA 2020 guidelines across a decade of publications (2016–2026). Four research questions addressed the diagnostic test (RQ1), differentiated instructional interventions (RQ2), post-teaching assessments (RQ3), and digital resources as TTT enablers (RQ4), corresponding to article distributions of n = 5 (15.2%), n = 10 (30.3%), n = 11 (33.3%), and n = 7 (21.2%) respectively. The diagnostic stage findings establish that sub-skill decomposition instruments, including Cognitive Diagnostic Model (CDM) applications achieving 87, 95.8% subskill-level reliability, Automated Writing Evaluation (AWE), Lexical Feature Analysis (LFA), and usage-based validated procedures, generate the diagnostic precision that TOEFL ITP's holistic three-section scoring is structurally incapable of providing. The Teach stage evidence confirms that a tripartite instructional model, meaning-focused grammar and extensive reading, blended technology-mediated learning, and motivational self-regulatory scaffolding, is required because no single pathway achieves significant TOEFL score improvement in isolation. The second Test stage findings establish its dual function: summative benchmarking via CEFR-linked cut scores and formative feedback through AI-assisted scoring, with washback quality rather than score magnitude driving iterative cycle continuity. Digital enablers, blended learning, and CLIQ-based diagnostic construction provide scalable full-cycle delivery architecture. These findings are evidence-informed rather than causally validated, as no included study tested a complete TTT cycle against a matched control. These findings position the TTT cycle as a principled, equity-critical framework for transforming TOEFL preparation from institutional gatekeeping into diagnostically personalized language development for non-English-major students in Indonesian higher education.
