Abstract
This article attempts to explain public administration in Southern Africa Democratic Regimes in governance in different African institutions, using different ways for measuring the effectiveness of policy implementation in the case of economic meltdown. The public administration in Southern Africa Democratic Regimes in governance, has been neglected, due to the scrutiny from oversight institutions such as parliaments. It relates policy implementation, as well as the implications of not managing public sector economy to make policy adjustments in different institutions. In addition, the systematic literature review was used to examine public sector economy with a human face by selecting eight articles from both the old and new articles. It also serves as a modified framework that incorporates a top – down approach. This provided an insight to policy implementation and contextualizes it to analyse the impact of public administration in Southern Africa Democratic Regimes in governance on the ground limiting the public institutions from promoting efficiency and effectiveness. Although the major focus is on relating public administration in Southern Africa Democratic Regimes in governance identified gaps of knowledge to link effectiveness to policy adjustments. This paved the ways to improvise public sector economy and implement policy effectively at the local level.
