Geodefense Capabilities as A Mediating Mechanism Between Policy Integration and Defense Logistics Readiness in Jakarta

Abstract

Background. Urban defense systems increasingly depend on the capacity of metropolitan infrastructure, governance, and operational networks to sustain logistics functions under complex disruption. This study examines geodefense capabilities as a mediating mechanism between policy integration and defense logistics readiness in Jakarta.

Methods. A quantitative explanatory design was applied using survey data collected from relevant stakeholders in defense, infrastructure, public governance, logistics, and crisis-related sectors. The data were analysed using partial least squares structural equation modelling with SmartPLS.

Results. The findings show that policy integration and governance significantly enhance geodefense capabilities, while geodefense capabilities exert the strongest direct effect on defense logistics readiness. In contrast, non-military threats do not significantly influence either geodefense capabilities or defense logistics readiness, indicating that threat awareness alone is insufficient to generate preparedness. Policy integration also has no significant direct effect on defense logistics readiness; however, its indirect effect through geodefense capabilities is significant, confirming full mediation. The model explains 59.9% of the variance in defense logistics readiness, demonstrating substantial explanatory power. The Importance–Performance Map Analysis further identifies geodefense capabilities as the most strategic improvement priority because they have the highest importance but relatively lower performance.

Conclusions. These results suggest that Jakarta’s defense logistics readiness cannot be strengthened merely through threat recognition or administrative coordination. Instead, policy integration must be translated into operational geodefense capabilities, including spatial vulnerability mapping, protection of critical corridors, continuity planning, integrated data systems, early warning mechanisms, and civil–military operational preparedness. This study contributes to defense logistics and urban resilience literature by providing empirical evidence that geodefense capabilities function as the core transmission mechanism linking governance integration with metropolitan logistics readiness.
