From Vision to Reality: The Pains and Gains of Establishing a Local College

Abstract

The establishment of local colleges has become a strategic mechanism for expanding access to higher education and advancing community development in the Philippines. This study explored the lived experiences of key stakeholders in transforming the vision of a local college into the reality of the Lyceum of Capas in Capas, Tarlac. Using a descriptive phenomenological design, the study examined the challenges encountered, gains realized, and enabling factors that contributed to the institution’s successful establishment. Data were gathered through in-depth semi-structured interviews with purposively selected stakeholders, including local government officials, education planners, administrators, technical consultants, and other individuals directly involved in the institution’s creation. Colaizzi’s method of phenomenological analysis revealed three major themes: Forging a College Amid Complexity, From an Empty Ground to a Living Legacy, and The Power of Convergence. Findings showed that stakeholders navigated complex regulatory requirements, developed institutional systems, and mobilized resources despite limited funding. The establishment of the Lyceum of Capas expanded access to higher education, promoted human capital development, strengthened institutional quality, and fostered a distinctive academic identity responsive to local needs. The study’s most significant and novel finding was the emergence of The Power of Convergence, which underscored the alignment of political leadership, community aspirations, technical expertise, institutional commitment, and regulatory support as the key driver of success. The study concludes that establishing a sustainable local college requires more than compliance and resources; it depends on stakeholder convergence and a shared commitment to educational transformation. This convergence model offers a practical framework for local government units seeking to establish community-responsive higher education institutions.
