The Impact of Administrative Leadership on the Performance of Health Administration and Health Information Staff in Hospitals

Abstract

Health information systems (HIS) have become a structural determinant of healthcare management efficiency, particularly within reform-driven systems such as the Kingdom of Saudi Arabia's Vision 2030 healthcare transformation agenda. This paper proposes the NEXUS Framework — Networked interoperability, Evidence-based decision support, eXtended governance, Unified workforce enablement, and Sustainable value — as an integrative model for understanding how HIS translates into managerial, clinical, and financial efficiency. Anchored in Donabedian's structure-process-outcome model, the analysis examines national platforms including Nphies, Mumaris+, and SFDA/CBAHI regulatory infrastructure, alongside persistent interoperability, workforce, and data-governance barriers. The paper concludes that efficiency gains from HIS are conditional on integration depth rather than technology adoption alone, and offers recommendations for accreditation-aligned, workforce-centered digital governance.
