Knowledge and Technology Transfer in Agriculture: A Tripartite Management System

Abstract
Purpose: This study assessed the status of agricultural knowledge and technology transfer (KTT) and developed a Tripartite Management System involving the academe, government, and farming communities in Tawi-Tawi. Novelty & Contribution: Unlike traditional top-down extension models, this system emphasizes shared governance, two-way knowledge flow, and integration of scientific and indigenous knowledge—addressing coordination gaps common in island provinces. Methodology: A descriptive-correlational research design was used with 265 respondents selected through purposive sampling. The questionnaire was validated by experts and tested for reliability. Key Findings: Knowledge transfer (M = 3.40) and technology transfer (M = 3.37) were rated Very High, while challenges were also rated Highly Challenged (M = 3.43). No significant differences were found across stakeholder groups (p > 0.05), confirming uniform experiences. Practical Value: The validated Tripartite Management System provides a structured, sustainable framework to strengthen coordination, reduce barriers, and improve agricultural productivity and livelihoods in geographically isolated regions.
