Why We Need University Campuses ?: Establishing Polytechnic University of the Philippines Campuses and Other State Universities and Colleges (SUCs) Across Regions of the Country

Abstract

In the Philippines, the development of university campuses has become a major strategy to expand access to higher education and to promote regional development. The study examined the significance of the establishment of campuses of the Polytechnic University of the Philippines (PUP) and other State Universities and Colleges (SUCs) with particular focus on their contribution to accessibility to education, development of the workforce, and community-based innovation. The study employed descriptive analysis and utilized institutional data on enrollment, graduates, faculty, academic programs, and campus distribution, supplemented by relevant literature and policy documents. The findings showed that PUP satellite campuses and other SUCs have significantly contributed to broadening access to public higher education particularly in the underserved and geographically challenged areas. Enrollment and graduation trends demonstrated increasing demand for affordable and accessible tertiary education, while faculty and program distributions reflected the growing institutional capacity of multi-campus systems. The study also reported that campuses contribute to local development through the production of employable graduates and the sponsorship of community-responsive programs, research, extension services and partnerships. But challenges around funding, infrastructure, people, governance and institutional sustainability remain evident. The study concludes that the continuous development and enhancement of university campuses are crucial for the advancement of inclusive education, regional equity, workforce development and sustainable local development.
