Good Governance in Indian Higher Education: Need, Challenges and Policy Perspectives

Abstract

The present study examines the need and challenges of good governance in Indian higher education institutions with particular emphasis on governance reforms, institutional quality, digital governance, accreditation systems, and regional disparities. The study is conceptually guided by the principles of transparency, accountability, participation, institutional autonomy, and quality assurance within higher education governance. The research adopts a descriptive and analytical methodology based on secondary data collected from AISHE Reports, UGC Reports, NAAC Reports, Ministry of Education statistics, and National Education Policy (NEP) 2020 documents. The study finds that governance reforms significantly influence institutional effectiveness, educational quality, research productivity, accreditation performance, and administrative efficiency within universities and colleges. The findings further reveal that rapid institutional expansion, digital transformation, and policy modernization increased the importance of governance reforms in Indian higher education. However, several governance challenges including bureaucratic delays, funding inequality, faculty shortages, digital divide, weak accountability mechanisms, and regional disparities continue to affect governance effectiveness across institutions. The study also highlights that digital governance systems and accreditation mechanisms contributed toward improving institutional transparency, administrative modernization, and educational accessibility. The paper concludes that strengthening institutional autonomy, governance accountability, digital infrastructure, participatory administration, and quality assurance systems is essential for achieving sustainable higher education development in India.
