Islamic Values and Transformational Leadership in Multicultural Organizations: A Conceptual Framework in the Context of Qatar

Abstract
This study aims to present a conceptual framework illustrating the integration of Islamic values and transformational leadership in multicultural organizations, with a focus on the work environment in Qatar as a theoretical model. The study relies on a conceptual analysis linking Islamic ethical values such as justice, integrity, consultation (shura), responsibility, and benevolence to the dimensions of transformational leadership, namely idealized influence, inspirational motivation, intellectual stimulation, and individualized consideration.
The analysis demonstrates that this integration contributes to enhancing organizational trust, cross-cultural collaboration, employee commitment, and institutional performance, highlighting the importance of the ethical dimension of leadership in supporting a balanced and sustainable work environment. The proposed framework also provides a practical guideline that organizations can adopt to improve leadership effectiveness in multicultural settings.
The recommendations include integrating Islamic values into leadership development programs, promoting participatory and consultative practices, developing training programs for managing cultural diversity, and encouraging ethical role modeling in leadership. Future research suggestions involve empirically testing the framework, employing quantitative measurement tools, and exploring the impact of cultural factors on the effectiveness of transformational leadership.
This research enriches the knowledge on ethical and transformational leadership and provides a conceptual framework for developing more effective and equitable work environments in multicultural organizations
