Developing The Private Economy in Association with High-Quality Human Resource Training in Vietnam in the Context of Digital Transformation

Abstract
This article analyzes the relationship between private economic development and high-quality human resource training in Vietnam in the context of digital transformation, based on descriptive data for the 2015-2024 period and recent policy orientations, especially Resolution No. 68-NQ/TW on private economic development and Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation. The analysis shows that the private economic sector has expanded substantially in quantitative terms and has become an important force in job creation, GDP contribution and the mobilization of social resources. However, growth capacity based on innovation, modern governance and digital technology remains constrained by small scale, a limited degree of formalization, uneven technology absorption and shortages of skilled labor. During the same period, the share of trained workers holding degrees or certificates increased but remained low relative to the requirements of the digital economy, whereas Internet use and the broader social digital infrastructure expanded much more rapidly. The mismatch between the pace of digitalization and the pace of skills upgrading may widen the productivity gap between firms with learning and innovation capabilities and firms that only adopt superficial digital tools. The article proposes a linkage framework among policy, enterprises, training institutions and digital platforms, and recommends solution groups related to skills forecasting, sector-based training orders, credit and tax incentives for enterprise-based training, digital transformation in vocational education, development of the reskilling market and measurement systems linking training outcomes to enterprise productivity.
