Regulatory Frameworks and Their Impact on Microfinance Institutions: A Political–Legal Analysis in Emerging Economies

Abstract
The contribution of regulatory environment to the performance of microfinance institutions in political legal environment in the emerging economy. The analysis includes the analysis of the impact of regulatory quality, legal systems, and political conditions on microfinance outreach, sustainability, and financial inclusion using a panel dataset including 28 countries in the timeframe 2014-2023. The results indicate that enablement regulatory policies are highly effective in terms of increasing access to borrowers and operational self-sufficiency and minimizing lapses in financial inclusion. Conversely, the regulatory stringency is observed to hold back institutional expansion though the impacts are not uniform across the conditions of general institutions. The findings also reveal that the presence of good legal frameworks brings about positive financial sustainability and that political-legal risks impair performance. The research emphasizes the role of regulatory structures on meritocracy based on their quality and compatibility with the institutional settings in addition to their existence. This study offers an inclusive insight by incorporating political, legal, and financial aspects of how institutional factors influence the outcomes of microfinance. The results have significant policy implications to the new economies, as it is necessary to focus on balanced regulation strategies that can allow financial stability and inclusive development..
