Artificial Intelligence–Based Cash-Flow Analytics for Sustainable Healthcare and Educational Support Programs for Learners with Special Needs

Abstract
Given the importance of healthcare and educational support for individuals with special needs, the management of the financial resources allocated to these programs is of critical importance, especially within the context of fluctuating expenditures within healthcare and the pharmaceutical sectors. The integration of artificial intelligence into the management of healthcare and educational programs for individuals with special needs can lead to an improved understanding of the financial resources of each of these programs, their sustainability, and how they may be able to best allocate their resources to ensure sustainability for themselves and the individuals with special needs that they serve. The framework proposes methods for modelling the finances of these programs as a network of different organizations, including educational institutions, healthcare providers, support agencies, funding organizations, and pharmaceutical service providers. Furthermore, the program utilizes a Temporal Graph Neural Network to evaluate the sustainability of these programs and their networks of organizations, creating a dynamic sustainability index that can reflect the sustainability of each of these organizations and programs. Through evaluating both simulated and real-world funding scenarios for these programs, the artificial intelligence algorithms were able to effectively evaluate their sustainability and provide suggested methods of improving the sustainability of each of these programs. Overall, then, the development of an artificial intelligence and network framework for managing the finances of programs that provide healthcare and educational services to individuals with special needs can provide a valuable tool to those in charge of establishing and maintaining such programs.
